In Deutschland gibt es ein Recht auf Privatkopie. Das besagt,
dass ich meinen Freunden zum Beispiel eine CD, die ich gekauft
habe, kopieren darf, ohne dass ich mich strafbar mache. Um diese
Privatkopien von Musik, Texten oder Filmen zu finanzieren, zahlen
die Hersteller von Video- oder DVD-Recordern, von Kassettendecks
oder auch von Druckern eine Urheberrechtsabgabe.

Auch mit Computer kann man private Kopien anfertigen, egal ob
als gebrannte CD oder DVD oder also digitale Kopie, die man
übers Netz an Freunde schickt. Deshalb will die Zentrale
Prüfstelle für private Überspielrechte schon
länger eine solche Abgabe auch für die Hersteller von
Computern einführen. Die haben sich allerdings bisher dagegen
gewehrt.

Nach vielen Verhandlungen und Verfahren gibt es jetzt eine
Einigung. Die Computerhersteller haben sich bereit erklärt,
für jeden Rechner mit Brenner 13,65 Euro und ohne Brenner
12,50 Euro zu zahlen - und das rückwirkend zum 1. Januar 2008.
Das eingenommene Geld wird dann nach Abzug von Verwaltungskosten
auf Künstler und Produzenten von Kulturgütern verteilt.
Ab jetzt können wir also mit guten Gewissen auch am Rechner
Privatkopien anfertigen.
